How to Self-Exclude via PAGCOR in the Philippines

If you’re struggling to control your gambling or simply want to take a break, the Philippine Amusement and Gaming Corporation (PAGCOR) offers a Voluntary Self-Exclusion Program. This allows you to bar yourself (or a family member) from entering and playing at PAGCOR-regulated casinos and e-gaming sites.

Below is a simple guide on how it works and how you can apply.

How It Works

You can self-exclude in the Philippines by applying to PAGCOR’s self-exclusion program. All you need to do is fill out the Self-Exclusion Application (RG Form), attach a valid ID and a 2×2 photo, choose an exclusion period (6 months, 1 year, or 5 years), and submit it to PAGCOR’s Responsible Gaming / GLDD office. Once approved, the ban will apply across all PAGCOR casinos and e-gaming sites. The first 6 months are irrevocable.

Step-by-Step Guide to Apply

1. Download the Self-Exclusion Form

Download the official Responsible Gaming (RG) Self-Exclusion Application form. This is your starting point for the process.

2. Fill Out the Form Properly

Complete the form in clear block letters, making sure to sign it. You’ll need to provide personal information along with details about the casinos or e-gaming venues you usually visit.

3. Prepare the Required Documents

Along with the form, you must attach:

  • A photocopy of a valid government-issued photo ID
  • One (1) recent 2×2 coloured photo showing your full face

These documents are needed to verify your identity.

4. Choose Your Exclusion Period

Select the duration of your self-exclusion: 6 months, 1 year, or 5 years. Be aware that the first six months are irrevocable, meaning you cannot cancel or change your request during that time.

5. Submit Your Application

Send or deliver your completed form and documents to PAGCOR’s Responsible Gaming office:

Gaming Licensing & Development Department (GLDD)
PAGCOR Main Corporate Office
12F iMET BPO Tower, CBP-1A Metropolitan Park, Roxas Blvd., Pasay City

If you prefer, you may also contact them via email at ResponsibleGaming@pagcor.ph for guidance on the process.

What Happens After You Apply

After you apply for self-exclusion, PAGCOR will add your name to its restricted persons database. This list is then shared with all PAGCOR-regulated casinos and e-gaming platforms to ensure you are barred from entering or playing.

During the exclusion period, you will not be able to collect any winnings or recover gambling losses, as the ban is strictly enforced. Once your chosen exclusion term has expired, the restriction is automatically lifted. However, if you still feel the need for continued protection, you have the option to reapply and extend your self-exclusion.

Family Exclusion

If you’re concerned about a loved one, immediate family members (spouse, parent, or adult child) may apply to exclude them. PAGCOR provides a separate form for this under its responsible gaming resources.

Important Caveats & Tips

Scope of Coverage

Self-exclusion applies only to PAGCOR-regulated casinos and e-gaming sites. Offshore or unlicensed gambling sites not regulated by PAGCOR will not block you. To stay protected, you should:

  • Close accounts with individual operators.
  • Use website blockers on your devices.
  • Remove stored payment methods.
  • Consider counselling and support services.

Major Casinos

Venues such as Solaire, Okada, City of Dreams, and Newport World Resorts publish their own responsible gaming policies. They will enforce bans based on PAGCOR’s list, but it’s wise to keep copies of your submitted forms and confirmations.

Final Thoughts

Self-exclusion is a big step toward regaining control over gambling habits. While PAGCOR’s program covers regulated casinos and e-gaming platforms, remember that it doesn’t stop offshore or unlicensed sites. For stronger protection, combine PAGCOR’s program with personal strategies, counselling, and support.
